Your all just so perfect, new guy and you cut his legs out from under him. Wagycat, could you please ask your question again, I believe you want to know if you should or is it mandatory to fill out a police info form. Just go to the sheriffs office and ask.

The local police check form is not mandatory. However, going to the sheriffs office with it completed will likely result in your LTCF being issued in the spot. It can cut the whole process from a few weeks to a few days.

ok...let me see if I've got this...

...you got your bullshit "card check". Whomever you went to with the bullshit card responded/replied/fill out "Not recommended", and you're wondering if you can still recieve a LTCF?

By the letter of the law, yes you can, as the whole "card" system is bullshit and no where in the law. BUT...we all know that certain counties and municipalities like to do shit their own way, so you may encounter an issue or two.

ETA: Were you given the "Not Recommended" due to a criminal history? Not trying to pry, but it does matter.

I don't know how often, if ever, it happens but I would guess that yes, it s possible. I think most of us know of someone who has issues that do not rise to the prohibited person level.

I would think that a "not recommended" from the local PD, or from any other reference, if contacted, would prompt some additional discussion and investigation to get to the reasons. Then it would be decided if it is a "character" issue.

Other counties issue "on the spot" without any other involvement other than the Sheriff's office. Its called, wait for it, doing their job. Sad that MontCo Sheriff doesn't. Theres an election coming up. =]
