LTCFs issue per population 21 and over
.............HIGHEST: Potter (36.8%) [1 in 3]
.............LOWEST: Philadelphia (2.8%) [1 in 36]
.............AVERAGE: Statewide (10.9%) [1 in 9]
.............Total LTCFs issued Statewide in 2014: 219,782
.............Total Statewide Active LTCFs: 1,044,632
Trends comparing 2014 to 2013:
.............LTCF issuance: -18.4% [-49,491]
.............Long Gun Transfers: -17.1% [-66,547]

Please dumb this down for a moron like me. Does the LTCF issuance numbers show only new ones or also include reissues of expired ones?
