    Surely you must know someone, somewhere, who can serve as a reference.

    They don't have to be Allegheny County residents.

    They don't even have to be Pennsylvania residents.

    As I noted in in a recent thread I posted about Allegheny County I had one out of state reference on mine and one in the county. Neither where called.

    A reference, is a reference, is a reference.

    Any requirement that the person used as a reference must be from the same county or even from the same state does not have any legal backing.

    Of course, some counties like Monroe and Carbon (I believe) illegally demand that the references must be from the county.

    I'm in Allegheny County and my references are from West By Gawd Virginia and Kentucky. Neither has ever been contacted.

    Interestingly, when the one in WVa was applying for his carry permit, I got contacted because I signed off on his paperwork as an NRA certified instructor and they needed to check my bona fides.

    I just applied for mine two weeks ago and one reference was local and another was from NJ. They don't check them either. You must know two people somewhere in this world, no?

    I know that it's a silly question but why don't you use a couple people that you've known for years, folks that you knew from the before time?
