"Should" all laws be the same through the Commonwealth - not necessarily. Big cities have different problems than Potter county and sometime requires a different legislative response. I am not defending what they eventually came up with, just pointing out possible rationale.

So, the Commonwealth's constitution is tiered, and also the United States constitution, with respect to urban citizens' "special needs". Got it. So, like the woman who invites rape by wearing revealing clothing, anyone electing to live in a major city has only himself to blame. Got that too.

If you were kidnapped and forced into another jurisdiction against your will, that's a different matter. In this scenario, did you voluntarily go into the jurisdiction? If so, then you voluntarily availed yourself of the benefits and penalties of its government.
