    Default Can a NJ resident get a PA carry with an FL

    Can a NJ resident get a PA carry permit if they have a current FL carry permit?

    No. You need a permit from your home state.

    Yes. No guns in Philly, to and from range only. A carry permit from ANY state is required to carry or transport a handgun in a car in PA by a non-resident. FL would cover the car, just not outside the car in Philly.

    Yes, but it opens up some problems with transporting to and from NJ.

    NJ has limited exceptions as to where you can take your gun, so it can be problematic. With a Florida ccw you are covered for car carry in PA, so there would be less problems here.

    The friend does have a FL permit...but, isn't it legal to drive your guns anywhere in the US if they are properly locked in the car? He could be heading to a range in PA anyhow, so why would crossing the border matter to NJ if he is transporting his guns properly? So, open carry is legal in all of PA and for anyone, except for Philly?

    You would be relying on the Federal protection under FOPA transport for interstate travel. However, there is a high probability that it would not apply to transit between contiguous states such as NJ and PA under most circumstances. See:

    The major concern is that whenever the traveler is within the confines of NJ and possessed firearms, he MUST either be licensed (FOID longarms, NJCCW handguns) or meet an exception as shown in 2C:39-6. FOPA does not protect him if he is stopped for some reason in NJ.

    OC afoot is legal except while in Phila or during a State of Emergency.

    No, you can't just lock them up in the car and go anywhere. If I stopped at the nj border and locked up my gun then went about a normal day in nj, what do you think the nj pd would do to me if they found it.

    You are covered federally to transport across state lines as long as you are legal at the place your trip starts and finishes.

    Example:
    As a PA resident with a ltcf, if I were to travel to Virginia I'm through Maryland, I am legal to carry in PA and Virginia. I'm not legal to carry in Maryland, but I can legally transport my gun through Maryland as long as I don't make any unnecessary stops and the gun is secured per the law.
    Now if I were travelling through say nj to ny. I'm now not legal in the state of my final destination, so I'm not legal to go through nj either.

    I meant...if he was traveling from hid NJ home to a PA gun range or to a PA friends house, then that would be legal?

    Range, yes.
    Friends house, no. Unless he stopped at a range first. Then to friends house. I think that would cover it for the exceptions.
