well at least the PA AG updated the PA site and notes Alabama as category 3 now. the Alabama AG site also indicates that ANY license is valid in Alabama.

Now to start writing them about something else. need to keep being a pest.

A strangely brief one-page report. Maybe she has something else on her mind right now.

You could ask her if she's ever heard of the U.S. and PA Constitutions

Not at all I want them to recognize that it is a freedom and that they should work to make sure it is not infringed upon.

Is it correct that as a PA resident... PA doesnt recognize any other states permit to CC? Carry in a car is ok though?

    So confusing

The 20 reciprocal agreements with have only apply to non-PA residents with non-PA permits while in PA?

So basically... PA residents have zero reciprocal agreements with other states?

Car carry and CC is NOT OK for Pa residents within Pa unless they have an LTCF. The current case law [Com. v. McKown, 79 A. 3d 678 - Pa: Superior Court 2013] states:

In construing the Act to give effect to all of its provisions, we hold that a Pennsylvania resident who does not have a valid Pennsylvania license issued under the Pennsylvania Uniform Firearms Act may not carry a firearm in a vehicle or concealed on or about his person in Pennsylvania under the authority of a permit issued by another state that has reciprocity with Pennsylvania
Technically the ruling did not address a Pa resident having a non-reciprocated alien license as justification for car carry under 18 Pa CS 6106(b)(11):

    (11) Any person while carrying a firearm in any vehicle,
which person possesses a valid and lawfully issued license
for that firearm which has been issued under the laws of the
United States or any other state.
but I wouldn't advise anyone to assume that defense of such a situation would be successful.

With respect to Pa reciprocity agreements with other states, they only apply to non-Pa residents while within Pa. Pa residents are restricted to LTCFs as shown above.
