I only see this when it's really cold. I think they almost bounce off the backstop since it's frozen.

I 'mined' the pistol backstop at my gun club for the lead and ended up with two 5 gallon buckets of bullets. Many were still very well formed.
Every time it rains, bullets work their way out and roll down the sand mound, so there are usually quite a few laying right on the surface.

I've seen it more with FMJ's and low power rounds. It also depends on what it hits. Just dirt and it goes right in, it hits a rock and bends or goes flat.

When I was used to go to Camp Perry Matches you could go down range about 250 yds. and collect all the 230 gr. JRN bullet heads. They laid there buy the hundreds or thousands unscathed. We would reload them for practice rounds.
