I wouldn't go as far to say that people don't care. They do, as shown when the local Wellsboro school board did a sneak attack on dumping yet more school debt on us and they all got their asses voted out this past month. Part of the issue too is that many might not be aware of all of this in regards to the sheriff either.
As I explained before it's a matter of finding the right candidate in a lightly populated county for a job that in PA is a dead end job. Sheriffs in PA don't have full LE powers. The PSP gets the glory in arresting criminals and solving crimes, the Sheriffs get the dirty work dealing with prisoners and warrants. The sheriff had some competition in the last election, but it was someone from Virginia with no local track record or law enforcement experience.
