Awesome. OP's friend is the victim of a crime, reports the crime, and gets HIS rights revoked for reporting it. Makes a person question who the Philly police are truly serving and protecting.

OP should make note of that post regarding the law stating that a certified letter explaining the reason for revoking the LTCF was required, but apparently not furnished.

Would think that a lawyer could get the LTCF restored by challenging Philadelphia to produce proof of delivery for the certified letter revoking the LTCF. Sounds like a lawyer can help the OP's friend, but IANAL so what do I know.

You're right, just looked at the PA form. Might have been on Utah.

That argument will never work in a bureaucracy.

When Philadelphia improperly revoked my LTCF I used Jon Mirowitz. He is on Duncannon Street in Philadelphia. He specializes in PA UFA type cases. He is not cheap but as the old saying goes . .. . you get what you pay for.....

For a case like this, I'd recommend Jon as well.

But first, since it's been a couple of years since the revocation, I'd just apply for a new LTCF. Ignore the previous revocation (unless asked, in which case, tell the truth, that it was revoked for having a telescopic sight stolen.)

If it's issued, great. If not, the denial starts a new 30-day appeal window, and I'd quickly hire Jon to handle the appeal to L&I (Philly set up its appeals via Licensing and Inspections instead of the Court of Common Pleas, which is weird, but then again, the PPD is the issuing authority in the unified city/county of Philadelphia instead of the Sheriff, as it is in every other county.)

    Jon's office number is: (215) 324-0603

Just chiming in here. Lancaster County does. They have two forms. The state form and then their form. The second form asks have you ever had a LTCF Revoked?

You don't fill out the form, you wont get a license.

Here is a question since you if you get denied, what if the person doesn't have money for the attorney? Can they just go take a swing at it themselves?

Which is absolutely contrary to the statutes:

    (c) Form of application and content.--The application for a license to carry a firearm shall be uniform throughout this Commonwealth and shall be on a form prescribed by the Pennsylvania State Police.

The form may contain provisions, not exceeding one page, to assure compliance with this section. Issuing authorities shall use only the application form prescribed by the Pennsylvania State Police.

Do we need any further proof that Philly is run by organized crime?
The organization in this case is the PPD and it's ring leader chief Ramsey.
