Bucks County LTCF issue to out of state residents

This has probably been discussed already, but I searched and couldn't find anything. I was at the courthouse to renew my LTCF yesterday (took all of 15 minutes) and I asked about issue of licenses to out of state applicants.

I was told by the officer processing my LTCF that, yes, they do issue to out of state residents.

The Bucks County Courthouse will effortlessly process a non-resident PA LTCF. Provided you have the two references and fee.

Just curious.. do you need to have an out of state carry permit to qualify for this?

Yes. Out of state residents must have a permit from their home state to be issued a pa ltcf

If your state of residence issues licenses/permits. e.g. Vermont does not (anyone who can legally own a firearm can carry concealed there), so a Vermonter SHOULD be able to get a PA LTCF without one.

I assume people from NJ would not qualify? My gf will be a NJ resident for another year or 2 until we buy a house together outside of Philly.

New Jersey technically issues permits, so no dice for the gf.

Yes, we all know the practical impossibility of getting one, but what matters is that they theoretically issue them and the ATF has formally recognized them as doing so.
