Default County application to sell a firearm?

So I need to get a new ltcf. I go to the county web site to retrieve a copy of the app. While there I notice an application to sell a firearm. http://www.luzernecounty.org/uploads...88-2007%29.pdf

There are instructions on how to apply but that page is incomplete at this time.

What do you suppose this is about?

Looks like something the new FFL's will need to fill out.

That's what I have to fill out for my state 'license to sell firearms' with my FFL. The state wants its pound of flesh.

The county sheriff handles them for the state. I return the form with money, they do a pics check and print out my License to Sell Firearms for the Commonwealth. It runs concurrent with my federal FFL. I have to renew both every three years.
