DE resident working in PA (wants to carry)
Greetings everyone. I have a legal question that I'd like to ask the group.
A friend of mine lives in DE but works in PA. His boss said that he is allowed to open carry at work, but my friend doesn't have a DE CCDW or PA LTCF (or any other State's license to carry).
This would make carrying his gun in his car illegal in PA, correct? So he's out of luck for bringing his gun to work?

He has to get his DE carry then drive to a PA locale and get his PA LTCF.Thanks to our AG this is the only way to carry "everywhere " in PA concealed and open with residents of states that don't reciprocate. Or he can get his DE, FL or UT and open carry and transport in PA except in Philadelphia.

OK, thank you. That's pretty much what I thought.
Getting a DE CCDW is rather cost-prohibitive ($400+), and never mind that DE is a "may issue" State (so a judge can say "no" even if you meet all the requirements). So, I'm not sure if he'd get his CCDW just to get the other permits required.

Isn't that only for residents of PA though? A resident of DE should be fully good to go with a Utah permit?
EDIT- This is incorrect. I should have read the handgunlaw.us link more clearly. Non-res Utah permits are only good for transportation, not for concealment or Philadelphia carry. Also must watch out for the Federal school zone law.

According to the agreement signed in June, A Utah permit is only good for someone living in Utah if I am reading it correctly.

I can't find anywhere that mentions $400+, the fee is $65, (plus training which would have additional costs) That said, DE is "may issue" not shall issue, my guess is they really don't want a resident to carry. They have some odd requirements to get the license, like putting an ad in a local newspaper.
In order for your application for a license to carry a concealed deadly weapon to be processed, the following steps must be completed:
1. Arrange with a newspaper of general circulation in your County to have your application published once, at least (10) days before the filing of your application with the Court. Obtain an affidavit from the newspaper company stating that this requirement has been met, and attach it to your application. PLEASE NOTE: Newspaper selection must have a circulation of at least 35% of the population in your zip code. Be sure to use your whole name - no initials - and your home address.

I always found it odd that I, as a PA resident with a UT license, had to go through less to carry in DE.

According to USA concealed carry .net it's not valid in PA if one is not a resident. I really wish they could reverse what the witch Kane has done.
