Default Kel tec sub 2000 sale require FFL in PA?

Just double checking on this one... required or no?

I think it does not because it is a carbine but wanted to be sure.

Pretty sure it's a rifle, which shouldn't require an FFL. But I'm not a lawyer, so don't take my advice

I'm fairly certain it meets ATF requirement for a rifle so no Federal or PA law requiring FFL transfer between PA residents who are legal to own.

    Its a rifle.
Would you ask the same for a 10/22 takedown?

    The folding is moot.

The measurements and the fact that it has a stock are what matters.

Correct. It is a rifle. No transfer needed if selling to another PA resident. Also correct on the folding. It is not fireable when folded.

Wouldn't hurt to sign a bill of sale though.
