owner says he has something that will turn the gun on 3rd burts or full auto and is legal to own / use without any NFA batf approval? am i missing something?

I remember reading about them. Although there is an even simpler method than that and it doesnt cost and arm and a leg.

Just watch the vids. You can accomplish the same thing with a big rubber band. Legality is by state (CA its too fun therefore illegal, etc...) No Federal Ban to the best of my knowledge.

So long as it doesn't interfere with the normal operation of the trigger, or induces auto firing by nonshooter control like the FasterFire thing, or is actually full auto - its pretty much legal.

It is no more full auto than you pulling the trigger fast.
As for the 'three round burst' it is a figment of a marketers imagination.
There are a variety of these devices for sale. They are essentially "Bump fire" devices, which use muscular tension vs weapon recoil to 'reset' and then pull the trigger.
They sound like a machine gun, but with the weapon not shouldered, they are noisemakers mostly.
They are legal, at least federally.
