Default Authorized person to do AZ finger prints?

My brother got his AZ license packet today and he told me that it says he needs an authorized person to do his prints. Who is "authorized" to do it? I thought you could do them yourself. Does he need the police to do them now? He has his PA LTCF, he was getting AZ to cover him in DE.
Thanks for any and all help.

If I remember correctly, it had to be law enforcement, or off an approved list. I would stick with law enforcement.

IIRC, they do not specify that it has to be done by law enforcement. The only caveats were that whoever does them, they have to be clear and you have to use the "authorized" F/P cards they supply in their application package:

NOTE: You must utilize the "Applicant" fingerprint cards provided by the Department. Some police agencies provide fingerprinting services for a small fee (DPS does not). Call your local police agencies for inquiries. Regardless of who completes the fingerprinting process for you, the prints must be clear, distinct and classifiable. Do not place tape over the top of the prints!
Also, so far as "training" is concerned, if he took a PA Hunter Education course, that should suffice per this:
    N. An applicant shall demonstrate competence with a firearm through any of the following:

    1. Completion of any firearms safety or training course or class that is available to the general public, that is offered by a law enforcement agency, a junior college, a college or a private or public institution, academy, organization or firearms training school and that is approved by the department of public safety or that uses instructors who are certified by the national rifle association.

    2. Completion of any hunter education or hunter safety course approved by the Arizona game and fish department or a similar agency of another state.

    3. Completion of any national rifle association firearms safety or training course...
    (Highlighting & U/L is mine)

    Good luck to your bro.

IIRC, the sheriff's office in DelCo won't do prints. I know my locals will do them but it costs $35.

You can do them yourself. I bought an inkpad and did myself (and it really wasn't that great of a job quite frankly). They just have to be on the Az cards as someone else pointed out.

I did them this year and had no problem so worked fine over the summer. Good luck!
