There aren't many ranges that allow "tactical" practice of which I am aware.
For my short-barrel'd shotties, I have used the pistol range (with permission) at Water & Wings for patterning buck.
Then I have used the Sporting Clay course at Water & Wings to practice with the same guns but with #8 or #7.5 bird shot. This will give you a ton of practice.
However, if you want to practice for when the zombies attack, there are several 3-gun competitions in PA that you could shoot. Some of these will have side-matches for shotgun only.
The range at Guthsville might allow some freedom in the tactical area but I have not been there yet.
Also, you can take a tactical course like the one that Comtac (sp?) offers in PA.
Some indoor ranges, like Target Master, allow indoor shotgun shooting though I've not done that. It's more like patterning anyway and I'd rather do that outside.
I shot a bunch at the free range in French Creek with my own clay tossers and my short barrel'd guns. With friends along we can get three clays in the air at one time and this can give you some good practice with those open chokes.
No doubt some other folk's will chime in here with some more suggestions.

Re: where do you people practice shotgun
I have 2 private ranges at my disposal.
1 in Clarion
1 near State College.
Both are down in rather deep rock pits, and miles from any house.

Re: where do you people practice shotgun
Hahaha - always funny how we forget to check the dates on threads.
In any event, I will threadjack for an idea for tactical shotgunning. I know that ranges dont want you blasting the frames on their backstops to hell and back. Yet, I would also like to be able to practice shooting at multiple targets (not clays flung in the air).
Has anyone created any kind of 'stake' (large metal pole) that can hold clay pigeons? My thought would be worst case scenario to set up a few of these stakes - with something like a 'U' on the top to hold a clay pigeon - to practice as multiple targets.
Downsides of course is that they are one shot deals (you will have to go set them up again after you hit them), and they are relatively small. Best scenario would be if you could set up some portable metal plates and practice that way, but the takes would have to be very heavy duty to hold up the plates.
