    Default Asking to see LTCF

    I pastor a church in PA which has both PA & NON-PA members. Many folks carry concealed, as do I. Recently the question came up about a non-resident who carries concealed while he is here, and if he had a PA LTCF. So I asked him if he had a PA LTCF.
    I was informed by the non- resident that I could not ask to see his permit, that I had no right, and only LEO can ask to see it.
    Is this correct?
    The funny part is, when he recently got his NY carry permit, he was proudly showing many people. (He is NY resident)

    Did you actually ask to see it, or just ask if he had one?

    I actually said: "There are people here who are questioning whether you have a PA permit. I would like to tell them with certainty that you are."
    That led to discussion which really started to make me wonder.

    Making sure I have my facts correct:

    You are the Pastor.

    If you are the pastor, it is your church. You are responsible for the property. You, like any other private property owner (more so, given the nature of a Church), could demand (politely) so see any persons permit or LTCF - or leave the property.

    It has never come up at my church, but if the Pastors and persons who sit around me are unaware that I carry (I conceal in church, but only in church, not in the store afterwards), than they're not paying much attention.

    I would understand completely - given the nature and stress involved in communion with the Lord, if I was asked to present my LTCF to a deacon or one of the Pastors. If he is from out of the Commonwealth, if he has a permit from home it would be a moot issue (for me), or would be a moot issue if we have reciprocity with that State.

    I would not attend a church that did not allow carry.

    Yes, I am the Pastor of the church. The whole thing came up because some folks saw his firearm when he tooknhis jacket off. I have known that he carries, but since I knew he had NY permit I figured he would likely have gone to obtain PA as well. We live at the PA/NY line, so it is common.

    His challenge to me now makes me wonder. You bet I'll be looking at the issue date if he does show me PA LTCF.

    Is a person obligated to show you their license/permit/whatever if you ask? No, but then again it all depends on how you ask.

    Seeing as to how close you are to the Empire State, you should be aware that the Commonwealth of Pennsylvania DOES NOT HONOR licenses issued by the State of New York. If someone in your flock is carrying concealed based on such a license, they are in violation of Pennsylvania law.

    According to the USACarry.com website (http://www.usacarry.com/concealed_ca...city_maps.html), Pennsylvania Does Not Honor Permits from these States/Territories/District:

    Illinois

    You can ask him anything you want. He in turn can tell you to go stuff it.

    Yes I am current on all the reciprocity issues, and that is MY main reason for asking him. He is a friend, and also one of my flock - I do not want him to be in violation for SO MANY reasons!

    I have searched all I can for some part of the legal code which prohibits me from asking him, or anyone CC'ing on church property. I cannot find anything which addresses this.

    As was stated you can ask but he can refuse. You can tell him to leave or produce it if he has one. If he still refuses you can tell him to leave. If he tells you he doesn't have one....
