Soviet made Makarov pistols are indeed C&R eligible; they are line-item listed in the ATF C&R handbook. So are East German, but Chinese and Bulgarian are not, this in keeping with the general logic employed by ATF. Anyone want to talk Maks more, start a thread in Pistols.
As for the subject ad, there is sufficient implied information to indicate that the FTF is an FTF at an FFL.
