With the police... here is how it works in most places. A buisness decides that it wants to hire a police officer to be present at their place of buisness. They get in contact with the police department and sign a contract to hire out the officer at a specified rate. This rate generally covers the officers salary plus some sort of administrative fee for the municipality.

When the officer arrives at the "detail" he's not acting as security, he's acting as a police officer.. the officer can assist with parking and things like that but should not be dealing with "internal" rules of the establishment....like you gotta pull up your pants and the like because the police don't have that authority.
