Re: moving and ltcf
When i moved from Berks to Lehigh County i called Berks county and asked them this same question, they told me just keep it until it expired then before it expires just apply in Lehigh county for my new one. When you apply in your new county it wont be a renewal it will just be a new licence.
IANAL

Mayors of these small towns in Chester County are meaningless, and have no influence on gun rights. All is good. That being said, there in no reason to live in boroughs like Downingtown, Coatesville, Phoenixville, etc.

Re: moving and ltcf
Last time I moved, Philadelphia GPU told me I could have a new license if I wanted to pay for it, or I could keep my current one.
It becomes an issue if they revoke your license, because they have to inform you by mail. If they have the wrong address you might not see the letter, and then you can get in trouble for carrying without a license.
The safest thing to do is to send them a letter by certified mail with your new address. That way, just in case they screw up, you have some proof that you tried to let them know your new address.

1) welcome to Chester county..good choice.
2) Josh is harmless as a MAIG...he's just being a loyal, predictable, knee-jerk reacting democrat. He'll be gone after he wins state office in November.
3) I'm not sure if you can re-issue early, but I'd simply give a call to the Sheriffs office. I've found Bunny and her crew to be very gun friendly and relatively helpful. They will give you the straight scoop. If possible, I'd pay the $35 for a new one now, just so I didn't have to deal with Philly PD AT ALL.
