In the areas where you can get that permit - it would be safer for ALL to allow baiting. Hunters can draw deer to places that are safer to harvest them..

Growing up in the NW section of the state and hunting here all my life, I'm sort of conflicted about this. I think it may be helpful in limited areas, but hope it does not become a state wide thing.
