Buy the kit and do it yourself. It is very easy, may take a hour or 2 at most.

I converted my Saiga 12 and Saiga .308. Easy. Take your time. Glad I did it myself. Got my parts at Carolina Shooters Supply.

If you really want a gunsmith to do it there are a couple that I have seen their work
Tromix (has a waiting list but is the gold standard)
Red Jacket (yes that one from Discovery channel)
Tom Cole at Cadiz gun works. (Ohio)
I had personally handled/shot from those 3. I own one from Cadiz.
Mike at Lonestar arms does professional grade work, I just haven't seen it in person. R & R out of South Carolina is awesome for "race" guns. Custom parts from Cobra762 or Chaos are top notch.
If you decide to do it yourself please check Carolina Shooters Suppy out. His YouTube how to vids are great and it's a one stop shop for parts.

OP it's really going to depend on what you want from your Saiga 12.
If you are on budget, I say DIY because you will gain knowledge and self satisfaction of knowing you did the work yourself.
If you want the best, I say get on Tromix waiting list.
That's what I did a few years ago. I wanted an SBS. I actually called Red Jacket first and I was not impressed with Will...this was years before his lame show started on TV.
I went with Tony Rumore aka Tromix and never regretted that decision. The wait was well worth the finished product.
