    From what I can remember Centre County was the go-to county for non-residents. I encourage you to look into it, do some research. It may have changed.

    From the sheriff's website:

    License to Carry Firearms
    Licenses to carry firearms applications via mail has been discontinued as of March 31, 2011.

    As the result of requirements of Act 66, 2005, applicants must have their photo and signature captured electronically into our system. At this time there is no manner to complete these requirements without the personal appearance of the applicant.

    Therefore we will not be able to process any mailed applications received after March 31, 2011.

    Assuming the OP has residence in NYC, as his stats imply, this is all most likely meaningless since he will need a NYC issued unrestricted permit to be eligible.

    Well, yes...I'd have to assume he did have one in order to qualify...hope he's reading this. Is that actual law or is that the executive order handed down by our current AG? She turns my stomach....I wish she'd follow Eric Holder's lead.

    It's Pa law. He needs a carry permit from his home state to be eligible. In this case apparently NYC, which is akin to seeing unicorns, unless of course he is rich and afford an attorney to go through the elitist process that will issue to the "right" people.

    You're right...I looked it up
    A license shall not be issued to any of the following:...
    (ix) A resident of another state who does not possess a current license or permit or similar document to carry a firearm issued by that state if a license is provided for by the laws of that state, as published annually in the Federal Register by the Bureau of Alcohol, Tobacco and Firearms of the Department of the Treasury under 18 U.S.C. § "

    That's really fair for people in the gun hater states but that's how it goes, I could never live in one.
