Moving from NJ to PA with guns?
I have a friend who is currently a NJ resident but he is buying a house in PA and plans on changing his residency in a couple of weeks. What process does he have to go through (if any) besides transporting them, to bring his guns to PA?

When he leaves NJ and crosses over into America, tell him to smile
Just make sure he drives directly to his new home and they are unloaded

WELCOME HIM AND YOU SHOULD FOLLOW!
JUST DO NOT BRING THE IDEALS FROM NJ WITH YOU!!!!
Tell him to relax and breath. He will go through battered gun owner syndrome.
He will be hesitant to understand the laws, hesitant to touch guns that are on the floors of some gun shops and not behind a counter.

Assuming he is not a Pennsylvania prohibited person, he simply transports the firearms to his new home provided they are unloaded and "security wrapped" during the Pennsylvania portion of his trip – I would suggest that this be done concurrently with the movement of household goods. While within New Jersey the transport must be such that:
g.All weapons being transported under paragraph (2) of subsection b., subsection e., or paragraph (1) or (3) of subsection f. of this section shall be carried unloaded and contained in a closed and fastened case, gunbox, securely tied package, or locked in the trunk of the automobile in which it is being transported, and in the course of travel shall include only such deviations as are reasonably necessary under the circumstances.IANAL

It is like leaving the former Soviet Union, or East Germany isn't it, except there is no Checkpoint Charlie, at least on the PA side. Watch for DHS/TSA/NJSP until you are safely in PA, over the Delaware.
