News said cops know him very well, with long criminal history and he was just let out of prison.

The only reason this ever saw the light of day on nbc is because of her LEO/SS background. Its mentioned a few times in the story. If this same lady just had an LTCF and no LEO background you would be hearing about how the guy was just turning his life around and how maybe she should have just waited for police.
