Legal rifles in Philly
Hello-
I am going to be transferring to Drexel in the Fall from PSU Altoona and have a Yugo WASR-10, a RRA CAR A2, and an M1 Carbine without the para stock (it was a good graduation) and was wondering if they're ok to own in Philly. I'm a bit bothered by This and dont really want to leave them at home unless I really have to. I'm going to be living off-campus so university rules wont apply.

That site sounds like AWB stuff, I lived in philly for years with assault weapons out the wazoo and never had any problems. I bought them in Philly gun stores and had insta checks done no problem. You should be OK.

IANAL, but...
any philly AWB is illegal and unenforceable.
PA has what is known as state pre-emption. local governments cannot make their own laws regarding firearms possesion. it is legal to own what are incorrectly referred to as "assault weapons" throughout the entire state of PA, including philly.
pittsburgh also has an AWB on the books from before the days of state pre-emption. however, it is unenforceable also. i and many other pittsburghers own AR15s and the like.

the pre-emption clause is section 6120 "Limitation on the regulation of fireamrs and ammunition".

I'm guessing that the city council has left all these laws (past and present) on the city books so that the day that some future state legislature repeals state pre-emption, the complete gun control lexicon is already written, cued up, and ready to go.

I live in Philadelphia and legally own a registered receiver M16 if that helps you put things in perspective.
Philadelphia can write all the silly laws and ordinances it wants, they have no legal weight due to state pre-emption.
The only thing you have to keep in mind if you're going to school is whether or not you live in campus housing. I would imagine keeping a WASR and an AR15 in the dorms would be a big no-no in school policy, but if you're living off-campus you're good to go.Dan P, Founder & President, Pennsylvania Firearm Owners Association
