    19th Amendment
    Passed by Congress June 4, 1919.
    Ratified August 18, 1920.
    Section 1: The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.
    Section 2: Congress shall have power to enforce this article by appropriate legislation.

    U.S. Constitution: Article II Section 1: No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any person be eligible to that Office who shall not have attained to the Age of thirty five Years, and been fourteen Years a Resident within the United States. This says nothing about gender or race.
    So was federal income taxation, as it is, always a right of the federal government or did such a right only begin on February 3, 1913?

    The Constitution says you have to be:

    1. at least 35 years old
    2. had been born a US citizen
    3. had lived here for 14 years.

    Any that fulfills those 3 requirements meets the criteria to be President. Nothing more is required - period.

    ...it doesn't say you have to be a white male.
