    Subject: Hunting with Semi automatic Rifles

    In the near future I plan on introducing legislation that would allow hunting with semi automatic rifles limited to a ten round capacity. Currently, we are one of two states forbidding such hunting. Even Hawaii, California and New York allow hunting with semi automatic rifles.

    Pennsylvania hunters have proven for decades that they are trustworthy, responsible and ethical stewards of Pennsylvania’s hunting/sporting heritage.

    It is time Pennsylvania joins the rest of America in allowing hunting in this regard.

    Title 34

    § 2308. Unlawful devices and methods.

    (a) General rule.--Except as otherwise provided in this title, it is unlawful for any person to hunt or aid, abet, assist or conspire to hunt any game or wildlife through the use of:

    (1) An automatic firearm or similar device.

    (2) A semi automatic [rifle or] pistol.

    (3) A semi automatic rifle or magazine rifle unless the rifle is limited to a ten-shell capacity OR ANY TUBE FED SEMIAUTOMATIC RIMFIRE RIFLE IN .22 CALIBER OR LESS.



    Simple fix with the allowing of hunting with Semi-Auto Rifles this would apply to everything not to just certain “varmint” game animals as in Rep Lucas HB 2230.

    The PGC would still have the discretionary authority to limit semi-auto rifles use much as it bans modern center fire rifles for hunting in certain urban area.

    This just removes the title 34 legislation preventing PGC from allowing semi-auto rifles use in PA.

    Keep in mind for MANY YEARS the PA Game Commission has allowed semi-auto shotguns with rifle slugs (accurate out to 200 yards) for use in these same small wood lot areas for hunting deer and small game with the most dense population areas in the state.

    Apparently hunters using these semi-auto capable firearms are not causing problems in these urban areas and they shouldn’t be anywhere else in PA.

    48 states allow hunters to use semi-auto rifles for hunting without all the drama and claimed problems with slobs hunters.


    Unless you are saying that PA hunters in general … including you are less responsible with the safe use of firearms than the hunters in the 48 other states are!

    This change shouldn’t be a problem to make PA the 49 state to legalize hunting with semi auto rifles, not to mention many other countries allow semi-auto rifles for hunting.



    IF you are for this concept of bringng PA firearms choices into the 21st century for hunting purposes.

    Write up a letter to the Reps asking them to co-sponsor Rep Saccone’s Hunting with Semiautomatic Rifles in PA legislation.

    Unfortunately....... the suggestion & concerns about tube feed for 22 rim fire rifles didn't make it to the LRB in time.

    OR ANY TUBE FED SEMIAUTOMATIC RIMFIRE RIFLE IN .22 CALIBER OR LESS.
    we have been assured by Rep Saccone that IF HB 2333 gets a vote in Game and Fish committee that it will be included as amendment



    Don't blame Rep Saccone, I didn't get the final suggested text concerning 22 rim fire with tube magazines back in timely manner

    Delaware and they don't allow hunting with centerfire RIFLE semi, bolt, lever, NOTHING hunting with a center fire rifle

    except groundhogs may be hunted with a centerfire rifle in Delaware

    Whitefeather, I don't see them going 10 rounds, but 3 might be doable.

    And since DE's law is a blanket prohibition, it doesn't even qualify in the same category, and it doesn't specify that groundhogs can't be hunted with a semi auto either. So PA is all by its lonesome in being STUPID.

    Sevenmilepete, I'm not sure if the follower can be removed and a block put in the bottom, but what we use to do to AR mags was drill a hole and put a pop rivet in to limit the travel of the follower.
