Little Help for a Non-Res?
Hello to all my Keystone neighbors! Always a pleasure to see you all on my trips into PA.
I've searched (at least to the best of my technical ability) your site here to try to find an answer or two. I've emailed the County Sheriff, but too busy to reply I suppose... Anyway....
I am currently a Non-resident PA permit holder. This is going to expire in September and I'm lining up my ducks.
Do I need to make an appointment in Erie County to apply for my renewal? There are counties in Ohio that do require appointments, but some take walk ins too.
Do I need to bring in a picture, or will the S.). take the pic there when I arrive.
It looks as if I fill out the same application as you residents, but I answer line 32 differently than you.
Once these are answered, I can plan my August drive to Erie Co. with my wife. She's looking forward to donating to the cause at the Presque Isle Casino...

Lately, some sheriffs have taken it on themselves to quit issuing to non-residents.
You should call to make sure Erie still does.
All PA sheriffs (and PPD) are supposed to issue to qualified non-res.
I've not heard of any PA sheriff having you make an appointment for a license...although Philadelphia might do something like that.

Except now you have to appear in person to have your photo taken with their special camera. So no you don't need to bring a photo. Just your ID and Ohio carry permit and $20 cash. The Erie Sheriff will issue to out of state residents.

Download and fill out the form before you go and it will save some time. Be sure to have reference addresses and phone numbers.
Note the hours are limited:

DEFINITELY call the sheriff ahead of time. He is newly elected, as of 1st of the year. So far he seems as good as former sheriff Mersky was, time will tell.

Thanks for all the help everyone...
Back when the USPS was accepted, general consensus 5 years ago for us Ohioans was to not pass go, but head directly to Sheriff (Noe, Neau ... Too lazy to look at the spelling on my license....) in Centre County. A pro 2-Aer who welcomed those of us who passed muster and did his county proud by filling that county's coffers with as much out of state money it could hold and then some.
The theory of some sheriffs to shun this free money baffles me. (because LAC from out of state are somehow different from law abiding in-staters?) I'd think all bordering counties would be competing for these out of state funds.
Then again, I'm no mental giant. I do wish Ohio and PA could settle reciprocity differences. I want to see PA dollars too!! HA!
What we NEED to do is work on that commie state of NY...
And yet another question if I may...
Do these references I need to list on my application need to be PA residents? I see no instruction as such, but want to be sure...

Again, some sheriffs make up their own rules about this, but the PA statutes or application say nothing about this...only that they not be FAMILY MEMBERS and that phrase is not defined anywhere so it's kind of open to interpretation.
A reference could be from any state or country for that matter...as long as they're not a family member.

Recent feedback, from New York state residents, has been very positive when applying for non-resident licenses to carry firearms with Sheriff Loomis' Erie County Sheriff department.

For the record I'd like to follow up on this thread...
As mentioned above, I had inquired with Sheriff Loomis through email regarding my questions, but signed up here to ask due to my impatience.
Well, the good Sheriff was kind enough to respond and he echoed your replies. There was no indication whatsoever that he would frown on servicing us non residents and would in fact welcome the day he'd take my 20 bucks, and I'm sure good with that.
I mentioned to him that in September, when I plan my road trip, that the wife and I would be doing a walk through at the Presque Isle Casino, and he suggested I run by his office FIRST on the chance that I may not have that 20 if I went to the casino prior...!
