expired ltcf
My friend let his ltcf expire years ago. He wants to get it again. Is it considered a renewal or new? Also is held against him that it expired or is that irrelevant?

The process is the same for new and renewal. I wouldn't trust Philly in any way, but there should be nothing 'held against him' for the delay in renewal. There would be no logical or legal reason for it.
We are 'shall issue', please telly our friend not to worry and just go ahead and renew.While many claim to support the right, precious few support the practice.

Mine expired before I got in for a new one.
The only difference is the box you check.
It is only are renewal if your old one is still good. If your old one is expired, then you need to check the new box.
I had no problem because of the expiration of my last one.

On paper PA is shall issue. The character clause effectively makes PA a may issue state. This is defiantly worse in Philly than anywhere else.
The process is the same for new vs renewal and there is no law that covers a penalty for letting it expire and re-applying. Although in Philly anything can happen, regardless of how the law is written.

No, because a sheriff would have to substantiate that claim in court should it be challenged. If the sheriff cannot substantiate the character/reputation clause the court will rule the license to be issued.
If PA was "may issue", how come we have 872,277 valid licenses? ...more than any other state, except Florida.

I had this happen to me. Had let mine go for almost 10 years, and came back to my senses. Reapplied, checked "new" and had no problems.
Reminds me, mine is up in May. Time to renew.
