    Add Lackawanna County to the list of quick LTCF turn around. I think it took longer for me to find parking at the courthouse than it took for me to get my LTCF.

    Does anyone know if this is still the case since McAndrew was elected?

    If some people can go in and out getting a licence in 20 minutes what are the other sheriffs doing in the 3 weeks? I don't understand how it can take some 20 minutes and some take 4-6 weeks. Anyone shed some light on this?
    Stupid kills. (But not often enough to make a real improvement.)

    Here is the relevant code:

    (g) Grant or denial of license.--Upon the receipt of an application for a license to carry a firearm, the sheriff shall, within 45 days, issue or refuse to issue a license on the basis of the investigation under subsection (d) and the accuracy of the information contained in the application. If the sheriff refuses to issue a license, the sheriff shall notify the applicant in writing of the refusal and the specific reasons. The notice shall be sent by certified mail to the applicant at the address set forth in the application.

    Some sheriffs use more of the 45 days than others. Two weeks, four weeks, six weeks, or twenty minutes...they're all "within 45 days".

    I've read the code but I'm more curious as to why some take weeks while others take a few minutes. If it only takes a few minutes why postpone it and frustrate the applicant?

    Almost 5 years ago. It expires next month and I didn't receive anything about renewal.

    Everything's a bit slower up in the Skook.

    You'll be ok as long as you get pulled over by Sheriff Kessler.

    Does the range you are going to shoot at have to be a licence range? Range I usually shoot at is homemade at my cousins farm, would this count as legal transportation?

    Now when you say "slower" what do you mean.

    Ive heard good things about Kessler but havn't met him.

    The specific exception provided by the statue states:

    18 PA CS §6106(b)
    (4) Any persons engaged in target shooting with a
    firearm, if such persons are at or are going to or from their
    places of assembly or target practice and if, while going to
    or from their places of assembly or target practice, the
    firearm is not loaded.
    it does not specify that the target practice has to be on a registered range but how impromptu that "range" can be is a matter of interpretation. That being said remember that, as with any exception, the burden of proving that your specific situation qualifies is upon you since you are raising it is a defense.

    The background check is easy peasy and immediate. The lag time comes in if the sheriff's office actually checks the two references and/or is run by a prick who wants to use every last minute of the 45 allowable days because he/she legally can.
