Wow that was extremely helpful. As for the plots of land of PSU's Agricultural Research Center along Rt 45 past Pine Grove Mills toward Huntingdon County, are you sure they are no carry? I did a few deer drives on them last fall with the outdoors fraternity. Also, do you know if I need to keep 1000 feet from any PSU building or just from the campus itself?
Stupid kills. (But not often enough to make a real improvement.)

Off-limits places in PA and what makes them off-limits:
1. Court Facilities - PA Title 18, Chapter 9, Subsection 913
2a.*Grounds and buildings of Elementary and Secondary schools(K-12 grades), whether the school is private or public. There is an affirmative defense for "other lawful purposes" however there is no case law determining on what that includes. To be safe, its wiser to assume it does not include our carrying "rights". - PA Title 18, Chapter 9, Subsection 912
2b. Within 1000ft of a school unless you have a license/permit issued by the state in which the school is located - US Title 18, Part I, Chapter 44, Subsection 922(q)
3. Casinos - by regulation Title 58, Part VII, Chapter 465, Subsection 465a.13
4. Certain Department of State buildings - by regulation
5. ****Places off-limits by Federal Law or regulation, IE: military installations(exceptions for hunting at some bases), Federal Government buildings, after the security check point in airports,etc.
6. Any private property where a landowner, tenant or person so authorized to maintain property has asked you to leave because you are carrying, or where the property owner or tenant has placed signs or placards denoting that guns are forbidden - Title 18, Chapter 35, Subsection 3503
7. Detention facilities, correctional institutes, or mental hospitals - Title 18, Chapter 51, Subsection 5122

If you do not see the place in question in the list above - then its NOT off-limits in Pennsylvania. Yes, you may legally carry in a bar, tavern, club, or church in PA.
Concealed Carry is legal in State Parks if you have a LTCF. 18 6109 (m.3) should nullify the Open Carry regulation, however that has yet to be determined.
Off-limits places apply just the same for open as they do concealed.
*Colleges are not prohibited by law, however the college could levy their own infractions like expelling the person or other civil punishments.
****The Federal Parks and Reserves are legal again. New law went into effect 02/22/10. Federal buildings in Fed. Parks and Reserves are still off-limits. While in a Federal Park, you follow the laws of the state in which it is located.

Doesn't that only apply to K-12? The only 'school' building that I am aware of in down town is between South Fraiser and West Fairmount and South Allen. I'm not sure if Fairmount Elementary is still in use other that the SCASD administrative offices. The Delta Program is there so that counts as K-12.

The Delta Program is the only one I could think of as well that is in downtown SC. Unless they count the Memorial Field as part of the "ground" of State College Area High School. Although, a circle of 333 1/3 yards radius around the Delta Program will still cover a large chunk of the downtown area.....
I just looked up the Yellow Pages, apparently the church on the corner of Beaver Ave and S Garner St operates a school (Grace Lutheran Day School, 205 South Garner St). Their website says that it is a preschool and kindergarten. I have never heard of it until now. But with this discovery, we can pretty much rule that the entire downtown State College to be within 1000 feet of K-12 schools.
Then there are the Easterly/Westerly Parkway corridor which has quite a few public and charter schools along it, rendering most area within 4 of 5 blocks of that road a school zone as well.

Personally, I'd just like to chime in (at the expense of potentially irking the more constitutional-liberty-minded folks on here) that I've never felt a need to carry a concealed weapon around here. It's an objectively safe place with very little violence, at least that isn't alcohol-related assault. As a student, the punishment associated with the risk of being caught with it far outweigh the benefit of having it and never (realistically) needing to use it. This isn't, say, Temple University.
That said, my interactions with police in the area have been generally positive. The university even has on-campus firearms storage for students who live in on-campus housing so they can still hunt and sport shoot, and one of my grad student buddies who lives in the on-campus grad housing has zero issues checking out his firearms (even on a busy football game day).
I'm one of "those guys" who rarely carries around here because I don't feel a need to. At all. Just my two cents, your position probably varies.

I understand where your coming from. If your in the downtown area it is pretty safe. I have to walk ~ 2 miles from classes to my house down alot of poorly lit streets. Combine that with drunk college guys everywhere making poor decisions I would rather be prepared. Last month their were 2 known attempts at the new "knock out game" in the area where I regularly walk home.

The issue remains that (concealed) carrying on campus is a violation of policies, and if you were to get caught the consequences are pretty serious. If your primary concern is not on campus or the immediately surrounding area but the travel path home, you could attempt to find an alternate route down a main artery when possible. Even if it adds a bit to your travel time, at least there is more traffic and you'll feel less at risk.
Carry at your own risk, as always, with the knowledge that you would most likely be expelled if you're stopped with a weapon on campus property. Manage your risks however you feel comfortable given your subjective assessment of w, y, or z outcome occurring.
