    Default NJ to PA carry...

    Question...

    now that PA is rapidly doing away with honoring non resident carry permits from other states I was curious about the following...

    assuming that a NJ resident wanted to open carry in PA is that even possible?
    forget for a minute the debate about driving through NJ.. assume for a second that driving through NJ is totally legal... once in PA it is my understanding that handgun transport laws are similar to those in NJ.. meaning that if you do not have a recognized license you can only travel to and from places like the gun range...

    if that is correct a NJ resident even "open carry" in PA? wouldnt they need to eventually get back in the car? and once back in the car how can a NJ resident lawfully transport his handgun from place to place in PA that he plans to carry?

    Park your car EXACTLY at the state line, get out and walk?

    In other words, you can't.

    You can transport a handgun by vehicle in PA, loaded or unloaded, with a license/permit from any state, you just cannot conceal at all, not in/on the vehicle or on foot, unless the license/permit is honored by PA.

    Make sense? Or too confusing?

    Carry license from any state covers you in the car.

    Plus, there is Utah.

    so open carry is still good to go for now providing they have a permit to carry from ANY state.. ?

    because they can legally transport in the car with that permit?

    There is no transport. There is carry. And Yes.

    She wouldn't care. She is only worried about PA residents carrying in Philly on out of state licenses. Which, BTW, was recently adjudicated "illegal" by a judge legislating from the bench. I doubt that means she will undo the reciprocity adjustments she made, but it probably means her work is done on the reciprocity portion of gun control.

    Someone from NJ comes to my home and I let him or her strap one of my pistols on their side and let them walk down the road would that be legal?

    Definitely not! Transferring possession of a firearm to a resident of another state, with few exceptions inapplicable here, is a Federal offense.

    Federal law only allows temporary interstate transfers for certain sporting purposes. Self-defense and carry are not listed among them. I don't claim to be an expert on that, but every time I have heard this question answered the answer was, "No," and answered to my satisfaction at least.
