Here's the short version for anyone curious.

If you are going about your business, and you hear somebody running or walking quickly behind you, you should draw and have your weapon pointed at them by the time you turn around to see what is going on.

Now, that wouldn't turn out too well in the US, but perhaps it works better in Canada where these idiots are located and nobody is allowed to carry.
