"..with less than one murder per day..." Sad they have to play this as a good thing.

I think you can deter crime, the same way that you discourage other business activity. You either make the "gains too low" or the "costs too high".

Eventually the people who want to do crime find other activities, even if they are a different sort of crime - going on welfare for example.

This statement is BS. Almost no one in Philadelphia gets jail time for personal use narcotics or DUI. They end up in a Treatment Court.

If the Police would do the job that we pay them to do, their main job, catching criminals and sending them to Court, maybe the rest of us wouldn't have to either arm up to deter them or living locked up in our homes at night to keep them outside. Instead they do things "Community Relations" or being bodyguards and Public Relations Props for anti-gun Politicians.
Philadelphias homicide conviction rate plummeted because of "No Snitching." Case after case were lost because witnesses recanted and juries found defendants 'Not guilty'.

Now to make an arrest in a homicide case there has to be at least two corroborating witnesses.

It is hard prosecuting agg assaults when the victims themselves do not cooperate in the case.

Rise and fall of crime is also cyclical, basically following imprisoned v released.
New York City went from a high of 2605 murders in 1990 to a current low of 684 in 2012.

Are you saying they didn't stop 1,921 murders but moved them somewhere else?

These people don't even want to help themselves - they keep electing characters who take away their firearms rights while enabling their kids to be "gangstas". If these same people don't want to work with the Philadelphia Police why is it my problem and the problem of every other law abiding citizen of the State of Pennsylvania?
