I haven't heard them, but I usually keep mine muted.
They can surely be blocked/stopped/removed by the owner.
The lawn care forum I frequent had a really, really, REALLY fucking annoying ad that would hit you with this obnoxious sound every damned time you loaded the main page until enough people bitched about it.

OK. Just had my first experience with this crap and yes, it DID originate HERE.
I spent a minute or two toggling between open tabs trying to figure out where the annoying - AUTO-REPEATING - jingle for PNC bank was coming from.
WAY down at the bottom of one of my PAFOA pages there it was.

Well, it isn't going to help, but I kept using the ad-allowing browser to get a screenshot for you.
It also now crashes every time it starts playing. There was also a Walmart ad that started auto-playing while I was pasting this one into paint.
Anyway, I'm done, and switched over to using firefox with ad block and no script for reading PAFOA.

I started to run into a couple where the buttons didn't work. Couldn't pause it, and couldn't mute it.
Now I've installed Ghostery.

I've found that blocking Flash is helpful. It stops many of the most annoying ads without having to block all of them.
On Safari, there's a Click2Flash extension that lets you click to enable Flash when you want it (eg on Hulu).

These ads suck. Having banner ads I can understand but to have audio start out of nowhere is a different story.
