    Thumbs down Phila. City Council Bans Using 3-D Printers To Make Guns

    PHILADELPHIA (CBS) — Philadelphia City Council today voted to ban the use of high-tech, 3-D printers to create functioning handguns.

    3-D printers create physical objects by depositing layer upon layer of a plastic substance that hardens. And they are coming down in price. They’ve been used in isolated cases to create functioning firearms, and Philadelphia police are concerned those plastic guns could show up here.

    Today, Council approved Councilman Kenyatta Johnson’s bill that would prohibit using a 3-D printer to create a firearm.

    “As more people own these printers, and instructions for the manufacture of guns are readily available, we are looking at a recipe for disaster,” Johnson said.

    The state regulates the possession of firearms, but Johnson says city lawyers believe the city can prohibit the use of 3-D printers to manufacture firearms.

    The bill now goes to the mayor, whose signature is expected.

    Doesn't the BATF control the manufacture of firearms? Philly needs a few smart lawyers and not just yes-men. You don't need a $5,000 to $10,000 3D printer to build a single shot pistol. A couple of pipes, a cap, and a nail and you have zipgun. Or if you want; a drill or dremel and a two color plastic/polymer 80% blank and you can build an AR-15 lower. Or you could turn a shovel into an AK-47.


    Don't go after the &^%$#@! knocking out other people. Go after a non-problem like 3d printed gun. Idiots.

    Isnt it already illegal to manufacture handguns without a license?

    IANAL, but if I remember correctly, if it is legal for you to own or purchase, you are allowed to manufacture it for your own use.

    You would need a license to sell a manufactured firearm. But you are allowed to build your own.

    Watch how it is worded.... If the make it illegal to manufacture "firearms" with a 3d printer that means you CAN make every part execpt the "reciever" wich could be made from a cutting board. That said I think it is stupid to spend 5-6 hours to print out a plastic gun that will fail in well under a box of ammo.

    Rifles yes. I didnt know you could do that with a handgun.

    If its legal to own in the state it is legal to build for your PERSONAL (execpt for machineguns) use ie not for sale. silencers,sbr,sbs,aow all require a tax stamp in hand before building

    I think there's a slight "gotcha" in how the law is worded as well. IF you can manu a handgun with a rifled barrel then its legal. If you manu a handgun with a smooth bore, i believe it falls into the "AOW" category which means you need a tax stamp to possess it....

    Previous old manu pistols with smooth bores i think fall into C&E so they do not require a tax stamp.


    im not 100% positive on any of the above either.....someone correct if this is wrong.

    yes it has to have rifling to be a pistol, so if you print a barrel you have to cut or print rifling into it. now if you shoot 2 shots and the rifling is gone you are in poessition of an illegal firearm. also look up the "undetectable firearms act"

    The undetectable part is unneeded. The round is still made of metal and the firing pin is also metal. Plastics do show up in x-rays. Plus AFAIK no 3d printed firearm have been used by criminals. Just a couple of reporters sneaking one on a train.
