There is an equivalent to a force field in operation at the state border. Do not cross over to the dark side. My Cousin in NJ asked me where my carry piece was when we went there for her parents 50th. I replied by reminding her of where she chose to live and she' needs to brush up on her gun laws. Then we got outta there asap.

There have been a lot of reciprocity agreements changed lately as well as at least one crappy court ruling so I'm not sure of anything.
But I think that a person that is not a resident of PA is fully covered under a Utah permit and covered for vehicle carry (but not public concealed carry or public Philly carry) under a permit from any state, reciprocal or not.
If all of that is still true, he would have to be heading directly to a range to be legal during the NJ portion of the trip.

What about Utah?
PA recognizes permits from states that recognize PA's permit. Utah recognizes all permits.
Knowing that NJ is a mess for firearms owners, for NJ residents, UTAH has waved the requirement that you have a permit from your state of residence before getting a Utah non-resident permit. I have a Utah permit and live in PRNJ. I go from my home in PRNJ directly to a range in PA with my gun and ammunition carried in accordance with FOPA and PRNJ laws.
I spend a day or two in PA with friends conforming to PA statutes for CCW.
When I leave PA to go back to PRNJ, I pack my gun and ammo according to PRNJ and FOPA rules and travel directly to a range in PRNJ; and then home.
In accordance with PRNJ laws, I am first traveling to a range, then to a range, and returning from a range to my residence.
(There is no statute that says I must shoot at the range)
I am not a lawyer and do not recommend this course of action to any others

You could be right, guess I will be forced to shoot at each location
but it was nice that they punctuated it the way they did:
"(b)Directly to or from any target range, or other authorized place for the purpose of practice, match, target, trap or skeet shooting exhibitions, provided in all cases that during the course of the travel all firearms are carried in the manner specified in subsection g. of this section and the person has complied with all the provisions and requirements of Title 23 of the Revised Statutes and any amendments thereto and all rules and regulations promulgated thereunder;"
