Question Confusion about what "Philadelphia" is....

This post is directly related to Mayor Nutter's illegal legislation.

I am a transplant to PHL. I understand that Philadelphia County and Philadelphia City are the same thing. But When Nutter passed his laws I recall reading that the Counties of Montgomery and DelCo would not enforce them...so now I'm confused. Does "Philadelphia" bleed into Montgo, Bucks, and DelCo, or not? Or does Nutter's legislation affect them?

    Help!!
NEED should never enter into a discussion about RIGHTS

We in the outer counties have our own governments, and therefore, are not subject to Nutter's idiocy.

His influence is a threat to our freedoms however. If he can get away with this, suburban legislators will want to get in on the action.

If your zip code starts with 191, you are in Philadelphia.

Think about it in IL terms. Chicago and its scummy mayor attempt to dictate to the rest of the state, with the complicity of a scummy state governor. Same thing here, but we have a weathered rag called preemption that frustrates their attempts to raise the banner of socialism in HBG. Actually, we have another one, in slightly better shape, called our state constitution , portion of which you may have noticed about the place. Other than that, we ain't much better, especially with POS Sestak in DC. Did I mention the Greek chorus of starry-eyed, Volvo liberal state reps in the counties around Philly? They sit there thinking back to their days at Swarthmore, singing protest songs, and then attempt to deprive us of a little more of our BOR guarantees.

Basically, Nuttsack's legislation doesn't affect anyone because it is illegal and unenforcable (per the D.A.). Don't worry about it except that you need to write your legislators in Harrisburg to keep them aware that we are not happy with this turn of events at all.
