    Not sure I am reading that correctly, current state law allows for the issuance of non-resident LTCF's, some sheriff's don't but the law allows it.

    By non-resident I mean a resident of PA but a non-resident of the county.

    Maybe I'm wrong, but I was under the impression that a PA resident has to apply for a LTCF in the county in which they reside. For instance, a resident of Philadelphia can't go to Media to apply for a LTCF. This is a problem for a lot of Philly residents as they get denied for having minor things like unpaid parking tickets in their history. In order to legally carry, they would usually wind up getting a license from FL but our esteemed AG has now closed that avenue.

    Earlier this year a bill was introduced which, if enacted, would allow the Delco sheriff (or a sheriff in any other county) to issue a LTCF to a Philadelphia resident. That prompted this Letter to the Editor from Mr. Polidoro who said, if he's elected sheriff, he would not issue permits to non-residents of Delco.

    Huge difference between a "non-resident" LTCF and what you are referring to. Only thing that comes to mind, for me at least, when you say non-resident is a non Pennsylvanian.

    As for what you really meant, the legislation you're talking about a PA resident would be able to go to a neighboring county (adjacent to their home county) to apply for the LTCF, not the anywhere in the state.
