FFL requiring both forms for rifle purchase
l Bought a keltec sub2k today. The FFL had me fill out both a 4473 and SP4 113. I didn't realize I filled out the pistol form until after the transaction was complete. I questioned the ffl about why the use of the 113 for a rifle sale. The answer I got was that's how the state police want it, and they used both forms for everything sold.
Is the ffl legally allowed to do this? Seems like allot more paper work for them. Now I have a rifle in the illegal database... Anyone else have an ffl doing this practice?

They are wrong, and they are in violation of the law and regs.
You aren't buying a handgun, you aren't buying anything other than a rifle. Adding your rifle purchase to the Record of Sale Database is NOT what the PSP wants. The closest they ever came was when they wanted the very modular AR-15 type rifles to be added, and that misguided effort didn't last for long at all.Attorney Phil Kline, AKA gunlawyer001@gmail.com

Nope. not for carbine/rifles. You should have talked to the manager/owner.

REQUIRED PAPERWORK FOR LONG GUN SALES
You do NOT complete an SP4-113 Application/Record of Sale form for the sale of a long gun. Long gun sales should have a completed federal form 4473 only. Upon completion of the federal form, call the PA Instant Check System for a background check. If you get an approval number, write the approval number on the form 4473 and on the customer’s receipt. Also remember to include the approval number on your Surcharge Remittance Form and list the number of long guns sold under that number.

That sucks I'd be pissed too, don't think there's much you can do about it now though.
