    If you want to carry a concealed handgun around, you need a permit.

    But what if you want to walk down the street with your handgun in full view?

    According to Pennsylvania law, you can.

    Pennsylvania is considered an open carry state, meaning a person does not have to have a permit to walk around with a handgun -- in plain sight -- strapped to his side.

    "They can walk around the streets with their .44 Magnum on their hip if they want to," Northumberland County Sheriff Chad Reiner said.

    Well, that's true and it's not, according to Trooper Paul Anderson, with the firearms division of the state police.

    "There's just nothing (in the law) that deals with that," he said. "But that's not to say you wouldn't be stopped by law enforcement. ... I'm not going to sit here and say somebody's not going to cause problems doing that."

    Because while state law may not prohibit open carry, most communities have their own rules when it comes to someone strolling down the street with a handgun out for all to see.

    Mr. Anderson said doing so would most likely cause a disturbance and attract the attention of police, who could charge the carrier with disorderly conduct, for example.

    The other problem a person could run into is if he puts a jacket on or steps into a car, thereby concealing the weapon. Then he needs a permit.

    Despite what state law may or may not allow, people should remember what century they live in, Northumberland County District Attorney Tony Rosini said.

    "As a general rule of thumb, we don't want people walking around with firearms in full view," he said. "We don't live in the Wild West anymore. That's not appropriate."

    Needless to say a couple STERN letters explaining preemption (18PACSss6120) along with OC training memo's are leaving in the mail tomorrow.

    One to Trooper Paul Anderson, one to his boss (soon as I find who it is), and one to District Attorney Tony Rosini.

    They all know better.

    Go get 'em PA Patriot! Towns have their own rules about open carry? Sometimes you gotta wonder about local LEOs and state troopers that say these things.

    Did trooper Anderson not have to ever read the UFA as a "Firearms Division" employee?

    He has no idea about preemption?

    I call bullshit.

    The PSP needs to be more careful in their choices of who they let speak with the media.

    As I read that statement about communities have their own rules about open carry, it looks like those are the reporter's words, not the trooper's. And then Tpr. Anderson apparently said: that doing so would most likely cause a disturbance and attract the attention of police, who could charge the carrier with disorderly conduct, for example.

    Just wanted to clarify.

    Perhaps a polite letter to the reporter, as well, explaining where the others misinformed him by giving their opinions on how they think things should be?

    Oh yes, definitely. Already started. I thanked him for writing about the subject and then will point out all the inaccuracies (backed with cites) of what Anderson and Rosini said.
