    Default CC in State College, PA

    Does anyone know if E. College Ave. and E. Beaver Ave. in downtown State College, along with the other side roads, are considered on University property? Just trying to determine if you can legally carry downtown, or if it is considered part of University property, which i believe you are not allowed to carry on the campus.

    Arts Fest? Thats the reason I asked the question (and for further knowledge). I am thinking that it is not part of the University. The meters are enforced by State College Borough, and the stores are not part of the University. Also with all the bar's being downtown, I would assume that its not considered part of the campus.

    The majority of the University's property is between College Ave to N. Atherton to Park Ave to University Dr. Downtown is all State College borough

    College Ave and Beaver Ave themselves aren't Penn State property, nor are the businesses between the two. Penn State Campus proper is to the north of College Ave(if I remember correctly).

    Most of the art displays will be on the campus, or a least that was how it was the years prior that I went to the Art Fest.

    last year when I attended I only walked through the downtown exhibits and did not go on campus.

    Carry on campus is a university policy and not law, correct? Being a state university, would pre-emption apply? I don't know!! Hopefully someone more knowledgable will weigh in on the topic.

    That is my understanding. Their policy is for students and employees. If your not a student. It don't apply to you.

    I was on PSU property & in buildings for business twice in the last two weeks. I always CC there in a professional setting and have never had an issue.

    ...Now if you try to CC a beer bottle you may get spotted by the UPD!!

    From previous threads on the subject its only referenced in the Student and Employee handbook, there are no postings that a non student or employee would come into contact with.

    However if asked to leave that is trespassing no matter what. Maybe there is no written policy but at that moment an agent of the campus is asking you to leave that will stand legally. You can take it up with administration like some have at Walmart or other stores where the local manager was not aware of corporate policy. But I doubt you will get anywhere.

    I remember reading some state colleges where relaxing their rules about carry on campus grounds but not in buildings because of the threat of lawsuits.
