In PA, a dirtbike is a vehicle. You can even get convicted of a DUI for riding a bicycle while drunk. That's PA.

Hell, a horse and buggy (maybe even just a horse) would be considered a "vehicle" for the purpose of the carrying statute. If you're riding a horse, you're being "conveyed".
