Those tracks are from a conversion kit that turns any vehicle into a quad-track or bi-track, the spare tire is just bolted on from the original configuration.
The guy that invented those things said he got the idea from his young daughter that once randomly asked him why their car didn't have tracks on it.
But yeah, I wouldn't want to be sitting in that seat either :P
