    Default Open Carry Laws

Is it legal to OC handguns/rifles in Lancaster County? Particularly in the Lititz/Rothsville area? Can you OC a rifle/shotgun at 18?

It is legal to OC in the entire state. There are a few exceptions that you can find by looking in the reference library. For example, in a city of the first class (Philly) or during a declared State of Emergency.

You can OC a long gun at 18. If I am not mistaken, and IANAL, you could even CC a long gun due to them not being defined as a firearm.

You cannot cc a long gun. They absolutely are firearms. They are not firearms covered by a ltcf. Lawfully owned sbs, or sbr can be concealed.

    OP:
Keep in mind that OC in Pa without a ltcf is only lawful while on foot.
OC in Philly is only lawful with a ltcf.

You have a citation for that?

Firearms as defined under 18 Pa.C.S. § 6102: Definitions: "Firearm." Any pistol or revolver with a barrel length less than 15 inches, any shotgun with a barrel length less than 18 inches or any rifle with a barrel length less than 16 inches, or any pistol, revolver, rifle or shotgun with an overall length of less than 26 inches. The barrel length of a firearm shall be determined by measuring from the muzzle of the barrel to the face of the closed action, bolt or cylinder, whichever is applicable.

So any as long as the barrel is more than 18 inches or 26 inches OAL would not be defined as a firearm which is what 6109 (License) covers.

That's what I've read here previously, anyway.

This is wrong, you can CC a long gun without a LTCF.

As we often say, laws make things illegal. Where's the law that makes CC a longarm illegal?
This is the definition of firearm under 6106.

I am not a lawyer and nothing I say should be construed as legal advice.

OK, so I just gave myself a refresher course. I have been understanding firearms to be carried with a ltcf as defined above, but presumed concealed carry of a firearm not covered by the ltcf to be illegal, ie long guns.
While on foot and loaded that is.

FALSE. Outside of Philly and a SoE, an 18 year old could CC a loaded AK or AR if they wanted to without a LTCF

I thought so. Do some Boroughs/towns/districts have stricter laws of their own? Or are state laws as far as that goes?

If they do they are not enforceable. Local municipalities cannot regulate the carry of firearms as state law supersedes them. They can however regulate the discharge of weapons, and many do.
