What is the process for renewing your Utah Lic? Do they send you a notice?

Yes they send you the application to renew, which reminds me I should call and change my address with them.

You can also renew online if you have the ability to upload a new passport size photo. There is a 75 cent convienence fee to renew online but a stamp these days is almost 50 cents.

And ya reduced the amount of time by half(?) with only shipping from UT to you.
