    Default Hb1091 felony to posses gun you don't own in Philly.

    My question is if we don't have a registration system in PA how do they intend on enforcing this, sounds like a guilty till proven innocent scheme to me.

    It, like the present law, is unconstitutional. Not only does it require a license to practice a right(in violation of SCOTUS Murdock v Commonwealth), but also creates a different standard of rights and privileges from the the rest of the state(14th Amendment).

    (1) Notwithstanding any other provision of law, if the
    person in possession of a firearm at the time of arrest for a
    violation of this section is not the lawful owner of the
    firearm, then the offense shall be graded as a felony of the
    third degree and, upon conviction, the person shall be
    sentenced to a minimum sentence of at least two years of
    total confinement.
    Anybody else find it curious that the charge would automatically prohibit you from owning firearms.

    Just another way to strip the rights of people who otherwise would be law abiding. Let's create enough laws to where they will finally violate one.

    Can Philadelphia be annexed to New Jersey? Everyone politician wants to act like it, why not concede it to them. Just give a brief amnesty period for people to move out and then hand it over.

    Not without consent of Congress.

    And technically, it should go to Maryland since the original charter for Maryland included that swath of land. Everything south of the 40th parallel from the Delaware River westward to where the MD line turns southward should be in MD.
