If he still has your property, you should be going to the DJ's office in his area and filing a claim in court to either have your property returned or be compensated for full value of the missing property + court costs.

Make an appointment, or write a letter to your District Attorney. Consider including print-outs of this thread. If He/she believes the matter rises to criminal activity, he/she should assign the matter to a county detective.

The county detective should contact you. Your input plus this thread should establish probable cause sufficient to obtain a search warrant for records and writings and phone records stemming from these alleged improprieties.

You alone, acting on your own, will have difficulty getting past a civil dispute. Even if you prevail and the DJ directs compensation, you can probably wipe your butt with the order.

The aggregate common scheme and design as viewed by the DA's office should succeed in arriving at prosecution or a "hallway settlement" prior to an actual trial.

The DA's office may have you fill out a private criminal prosecution application form. A requirement within the structure of the form will be that you aver that you are not filing criminally in order to foster civil prosecution. In other words, you are saying you will be a witness in the Commonwealth versus criminal matter if approved by the DA.

If this man's antics include a lot of alleged victims over a wide area, they might present to a grand jury.
