5.56 AR15 & PA state pistol law?

Has anybody ever heard of an AR15 (5.56/.223) having to have Pennsylvania pistol paperwork filled out in order to purchase it? I am active duty Army stationed in PA and ordered an AR15 from a gunshop's website. I had it shipped to the local gun shop that, by the way, I had transfer a S&W M&P 15-22 just a few months ago, but with no issues. However, now they will not allow me to pick up my LONG RIFLE (not pistol) because they claim that a gas powered, air cooled, SHOULDER FIRED weapon can be convereted to a pistol and must be sold as such... Now I'm only a seasoned soldier with over a decade of experience, but how do you turn a 5.56 weapon that uses a buffer and spring to recoil the bolt get turned into a pistol? I have never had to go through this for an AR in any other state. I am tempted to have them send it to my home state and pick it up there, just to avoid this ridiculousness.

Anyways, has anybody dealt with this in the past or heard of this being a state policy of some sorts?

1- absolute B.S. no way do you need to transfer a rifle as a pistol because you "could" make it a pistol. That said if u sent it to a FFL it will need to be transferred through them.

2- It absolutely "could" be turned into a pistol albeit illegally.

I am not a lawyer and am stating my thoughts as i believe them to be true. I believe you need a designated "pistol" lower or a non designated build lower to legally build your own AR pistol in PA

The PA State Police really wanted to impose this rule 3 years ago, under the old leadership, but they backed down. Not all gun shops got the word, I guess.

1. I know it has to be transferred through an FFL, which is why they have the rifle right now and not me. I just do not understand whether or not this is some kind of PA policy that I've never heard of before.
2. I know it "could" technically be turned into a pistol (I was just being sarcastic, which does not communicate well through text), but with that mindset, I "could" also turn a remington 700 into a pistol as well. haha!

You can only build an Ar pistol on a lower that hasn't been a rifle. If you buy the stripped lower it should be transfered as "other" not pistol or rifle. No pistol paperwork should be filled out for the stripped lower or the assembled rifle which you are transfering.

Not true i have at least 1 not transferred as a pistol
